  1. BACKGROUND OF THE PROJECT
The Ministry of Education Culture & Higher Education is implementing the Somalia Empowering Women Through Education and Skills (Rajo kaaba) financed by the World Bank. The Project Development Objective (PDO) is to improve literacy and numeracy skills of women in selected areas and to prepare women for leadership roles. To achieve these objectives the project is comprised of the following three components: Component 1. Skills for Life and Labor Market Success. This component will support adolescent girls and women to acquire basic literacy and numeracy skills, cross-cutting socio-emotional and life skills, and skills to improve their livelihoods. Component 2: Higher Skills Development for Women’s Leadership. This component will create a consortium of women’s colleges and women’s development centers to expand women’s higher education access and leadership development opportunities; and Component 3: Technical Assistance and Project Management. This component aims at supporting systems strengthening efforts, technical assistance, and project management, including on data systems, policy, and strategy development, remote delivery of services, monitoring and evaluation, and capacity building at federal and state level.
The Ministry of Education, Culture and Higher Education (MoECHE) intends to hire a qualified project manager to manage and oversee the day-day implementation of the project activities and closely work with Project Management Unit (PMU). Specific duties of the Project Manager will include but not limited to:
2) Responsibilities: The project manager is responsible to oversee the administrative, strategic, fiduciary, safeguards, and the technical aspect of the project, ensuring that project resources are spent well, and activities are in line with the project’s objectives, policies, and guidelines. The project manager will lead the PMU team for the successful delivery of the project, ensuring appropriate resourcing, on-time delivery of financial and key milestone reports to the Bank and counterparts, as well as the timely completion of the key activities and the delivery of the outputs. and will work closely with implementing state ministries of education, providing oversight over their performance, and serve as the focal point for the Somalia Empowering Women Through Education and Skills (Rajo kaaba) Project both internally and externally. he/she will lead the implementation of the project according to the project design parameters outlined in the PAD, including all environmental, and social risk mitigation. and initiate, coordinate the preparation of annual work plans of the various implementing agencies based on a standardized format. S/he will undertake all the other specific tasks detailed in the Terms of Reference (TOR) that can be found at the following website https://moe.gov.so/en/jobs/  or can be provided upon submission of application.
3) Selection Criteria: The selection shall be based on the qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
  • At least a master’s degree in either Education, Project Management, Economics, Business Administration, Public Administration, Development Studies, Social Sciences, Administrative Sciences, Finance or Management with at least ten (10) years relevant working experience.
  • A globally recognized professional certificate in Project Management (e.g. PMP, PRINCE 2, etc.) is desired.
  • Demonstrated experience in Somalia on development and management of government or development partner funded programs/projects.
  • Demonstrable working knowledge of fiduciary operations in program/ project management (Financial Management; and Procurement)
  • Quantitative and analytic skills with good working knowledge in Microsoft programs (Excel, Word, PowerPoint),
  • Staff supervisory experience and demonstrated organizational skills.
  • Have very good communication skills (written and oral) in English and Somali.
  • Have planning and organization skills and good ability in working productively in a team environment of diverse backgrounds.
  • Ability to manage priorities and be detail-oriented within a dynamic, fast-paced environment.
  • Work in a team environment to determine and/or review ideas to find solutions to problems.
  • Ability to work independently with limited or no supervision while maintaining a high level of efficiency.

  1. REPORTING
The project manager will report to the Director General, Ministry of Education, Culture, and Higher Education, and the NFE director. The manager will also work under the overall guidance of the Project Management Committee.
  1. TIMING Duration of Assignment:
The Project manager shall be contracted for an initial one-year period.
The Ministry of Culture and Higher Education (MoECHE) now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit the following: (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.
  1. SUBMISSION REQUIREMENTS
The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018 and November 2020, and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
